Billy was allied mostly with anyone that was willing to buy his trade goods. He ran caravans from Goodsprings to Vegas, stopping at all of the settlements on the way. The NCR military was an especially good customer, always willing to purchase any armaments Billy had available.
Billy grew a huge merchant empire based on supplying area settlements and local governments. After starting small, he built his caravan business to the point where he had 2 storefront locations, one at an old gas station on the Long 15, one at the 188 Exchange. He began bottling his own line of soft drinks in the remains of the Sunset Sasparilla factory and brokered contracts to supply sundries and foodstuffs to both the NCR and the local Brotherhood of Steel. After a failed attempt to convine Hr. House to allow him to open business on the strip, he traveled to the fabled Sierra Madre Casino, cleared the area of dangers and open the casino for business. On a trip to Zion National Park to procure a steady source of ingrediants for his burdgening soft drink business, he fell to a yao guai bear while trying to help the local tribal population defend themselves from attack.
